Sept. 2005 Delegate’s Report

Caucus

  1. Bred By Champions class proposed. Dog Show Rules Committee is discussing this proposal.
  2. Discussion to change meeting start times.
  3. Emergency plans for dislocated dogs suggested for kennel clubs. The Dallas area has ten thousand dogs displaced by Katrina.
  4. Strategic Planning survey discussed.
  5. Disqualifying threatening dogs to extend to dogs outside the ring, not just inside the ring as addressed in the rules.
  6. Conflict of Interest report is posted on the web. Delegate credentials and non-payment of delegate judges addressed.
  7. Canine Health Foundation has issued a challenge to delegates for matching funds from AKC.
  8. “Dues are not tax deductible” statement recommended for all AKC club membership application and renewal forms.
  9. Take the Lead has a Katrina Disaster Fun. Requirements for recipients are
    1. Reside in a Federal Disaster Area
    2. Five years in the sport

Parent Clubs

1.  Black and Tan Coonhounds may be affected by the 1300 ACHA Black and Tan in FSS. AKC also acquired Red Bones, Plotts and Walkers, when they purchased ACHA, but only Black and Tans are in both registries. The Parent Club will work with AKC to develop a plan to bring these dogs into full AKC registration.

2.  In ring observations for judges. Previously only AKC judges were approved to be observed. Now Canadian and other foreign judges with AKC numbers, foreign judges with significant breed experience and the same breed standard and foreign breeder judges may be observed at AKC shows.

3.  Show Chairman asked to submit site location information to the web to assist other clubs in locating national specialty sites.

4.  Health Committee will submit an article for Perspectives (the Delegates magazine) on DNA uses.

5.  Dock and Crop meeting for affected breeds announced.

6.  AKC Invitational judges. Parent Clubs asked to submit names with twenty two clubs responding so far.

7.  Veterinary outreach program link requested for links to Parent Club breed sites to assist veterinarians researching breeds. Club Presidents received requests.

8.  Parent Clubs urged to copy write their breed standards. Several clubs are in the process of doing this.

9.  Working Dog Standard. Doberman, Rottweiler, Bouvier and German Shepherd Dog clubs have asked for permission to hold Working Dog events at their specialty shows. The Board chose not to take action on the proposal submitted.

Herding, Earthdog and Coursing Committee

  1. National Herding Championship draft proposal discussed for qualifying requirements and potential sites to accommodate the events.
  2. Lure Coursing Advisory Committee report to be distributed soon and all coursing clubs will be asked for input.
  3. Performance judges list is being worked on by AKC to sort by state and to omit people’s names that have not been approved as judges that are on the list.
  4. Earthdog entry forms to be standardized. Present procedure allows “use of any AKC entry form”. AKC will work on standardized forms for all events.

PAWS Special Meeting

AKC Lobbyist Jim Holt gave a status report on the pending PAWS legislation.

  1. There are five bi-partisan co-sponsors in the Senate and thirty five in the House.
  2. American Veterinary Association has endorsed the bill.
  3. Mark up of bill expected in early October with changes expected.
  4. Language of “Retail Dealer” clarification anticipated.
  5. Language does not cover Rescue or Shelters. Not for profit organizations will be exempt.
  6. AKC has urged exemption for sellers of competition and exhibition dogs.
  7. AKC working to limit the ability of animal rights groups to change numerical limits over time.
  8. Imported dogs will be subject to inspection by USDA under transporter regulations with implementation of PAWS.
  9. Twelve states currently have numerical laws that are more restrictive than PAWS.
  10. AKC will not turn records over to USDA unless subpoenaed (which can happen now)

 

Forum

Dr. Elaine Ostrander gave a presentation on DNA and its use in the integrity of the stud book.

Delegates Meeting

  1. The German Pinscher Club and the Nova Scotia Duck Tolling Retriever Club were elected to membership.
  2. AKC/CAR and Take the Lead accepting donations for Katrina relief.
  3. Vote on Chapter 6, Section 9 of Rules applying to Dog Shows which would permit cluster shows to have one closing date. Passed
  4. Vote on proposed amendment to Chapter 14, Section 14 of Field Trial Rules and Standard Procedures for Spaniels, which would permit Cocker Spaniels and English Cocker Spaniels to compete for an Amateur Field Championship. Passed.
  5. Vote on proposed amendment to Chapter 14, Section 32 of Field Trial Rules and Standard Procedures for Spaniels, which would establish the requirements for Cocker Spaniels and English Cocker Spaniels to earn an Amateur Field Championship. Passed.

Caucus

1. Qualified Pedigrees. When questions in pedigrees arise from DNA testing, “Qualified” pedigrees will be issued in lieu of “Certified” pedigrees. Three generations of DNA will be required to obtain certified pedigree status again. Dogs that have qualified pedigrees will be ineligible for shows or field trials. Any championships earned will be rescinded when parentage is found to be inaccurate.

2. Closing dates. Common closing dates for clusters discussed.

3. Pet Animal Welfare Statute (PAWS) legislation discussed. Federal legislation is expected to be introduced that will alter the USDA’s criteria for selling dogs. Of particular concern to many hobby breeders is the definition of a dealer if they (a) selling fewer than 25 dogs a year or (b) sell only dogs bred or raised on their own premises and do not whelp more than 6 litters in a year, or (c) are a retail pet store. A person who meets either criterion (a) or (b) is exempt. The legislation is expected to pass both in the Senate, and the House. More information can be found on the AKC web site.

4. DNA test available at $30.00 per dog if done in conjunction with a National Specialty.

Parent Clubs Committee

1. CHIC has established a data base for health issue concerns to each breed. 50 breeds currently participate. The data base is sponsored by OFA and CHF. Parent clubs are invited to participate with their breeds specific needs.


2. CHF Grants may be given in the amount of twelve thousand dollars for projects that can be a maximum of one year in duration.

3. Purina Farms has requested specific feedback from clubs that have used their facility.

4. Dock and Crop. 65 breeds are affected. Some breeds may open their standards for revision to these specific issues. AKC may grant clubs revisions to only that part of the standard that pertains to dock and crop.

5. Invitational judges. AKC will consider national club input on their judging panel.

6. Parent Club Conference. The next conference proposed for summer 2007.

7. Electronic Stud Book. The open status of the stud book closed Sept. 2004. Parent clubs will be required to sign a contract to receive complementary electronic stud books.

8. Veterinarian outreach. Links requested by vets to links to national club breed sites for health concerns of breeds.

Herding, Earthdog and Coursing Committee

1. Coursing Advisory Committee. Status report tabled as neither the coursing advisory chair, nor the AKC staff were present at the meeting.


2. Controlled Substances in Lure Coursing. Performance enhancing drugs may be used in Coursing. Committee members are writing a report on the effects of these substances on dogs.


3. National Herding Championship. I submitted a rough draft proposal to the committee for a National Herding Championship competition. Proposal is for all stock types and all courses. Qualifying requirements, advancement in competition, location of events, etc. being discussed by committee.

Meeting

1. There were no motions for votes. September proposal read.

2. AKC lobbyist Dr. Jim Hold gave a report on the PAWS legislation.

3. Group Alignment. A survey will be forthcoming from the Dog Show Rules Committee regarding a proposal to realign the groups. A new group may be proposed after the survey.

4. Motion to allow Rally independent of obedience. Staff was asked to consider, and the Obedience Committee asked to consider the motion before proposal to delegate body.

5. Straw poll taken on delegate’s preference for Sunday/Monday meetings or Monday/Tuesday meetings. The preference was for Sunday/Monday meetings, though all meetings for 2006 were scheduled for Monday/Tuesday.

March 2005 Delegate Report

Caucus

The Caucus was dedicated to a question and answer period for the ten Board of Director Candidates.

Parent Clubs Meeting

  1. National Specialty site on AKC website is up and running. Input is requested by clubs.
  2. DNA presently only used by AKC for identification. The Health Committee spoke to the Parent Clubs Committee and recommends usage for health surveys also. Some clubs require DNA for entry in events. Health Committee is asking for Parent Club participation at National Specialties to increase DNA data. DNA submissions with permanent ID on dogs are strongly urged. AKC offers discounts on package lots of DNA kits when requested.
  3. Dock and crop meetings continue to be held for those breeds affected.
  4. It was suggested that Parent Clubs submit names for judges at the National Invitational show. Letters will go out in March to club secretaries and club presidents that will ask for input. Certain criteria must be met for eligibility, i.e. approval for five or more breeds required. 
  5. Content and frequency of future Parent Club Conferences discussed. The conference will move to a three year schedule with the next in 2007. Survey showed that the least number of national specialties are held in July and August, so the conference will likely move to one of those two months.
  6. Parent Club Conference DVD’s will be mailed to all attendees, delegates and secretaries, with eighteen hours of content. The DVD can only be viewed on a computer.
  7. Companion Animal Recovery update. Home Again Microchip provider did not renew contract and will become a competitor to CAR. CAR is actively promoting the use of their chip registration with all twenty eight vet schools, and offering enrollment discounts. Collar tags will be offered in new AKC registration packets, from CAR. Pending patent lawsuits between the chip manufacturers are hindering CAR’s options at this time, but enrollment will not be compromised.
  8. Cardigan Welsh Corgi Club submitted a mentor program to assist judges, on their breed, to the Committee.

Herding, Earthdog and Coursing Committee

  1. Coursing Advisory Committee recommendations are on the web-site. Two primary issues are qualifying in the Open Class and Junior Coursing issue that Hounds are not run against one another (goes with Qualifying rules) Point schedule may favor some breeds. Ballots to go to Coursing Clubs in June.
  2. Judges Affirmation Forms are being looked at for all venues. This is required for judges that are not approved by the AKC Board (Herding, Earthdog and Coursing judges).
  3. Controlled Substances in Lure Coursing. Performance enhancing drugs might be used in Coursing. (This is not intended to mean that that drug usage is allowed in
    Coursing, which is certainly not the case. It is meant to suggest that it is thought by some that enhancing drugs are being used in some Coursing dogs.) Committee members are writing a report on the effects of these substances on dogs.
  4. Ideas for increasing participation by Juniors in HEC events discussed.
  5. Feasibility of a National Herding Championship discussed. HEC members will interface with AKC staff on a proposal.

Delegates Meeting

  1. The following candidates were elected to the 2009 Board of Directors, Charlie Garvin, Steve Gladstone, David Merriam and Patricia Scully (all incumbents)
  2. Presidents Report. 4800 daily hits to the Online Breeders Listing on AKC Site. Rally had 5400 entries in the first month of competition. There were 5000 field inspections conducted in 2004, by AKC staff.
  3. Vote on Article VIII, Sections 1-7 which empowers the Delegates to elect the Nominating Committee rather than to have it appointed to the Board. Withdrawn.
  4. Vote on Article XX, Section 5 which facilitates calling for a roll call vote or signed ballot, if ordered by 25% of those Delegates present at the meeting where the vote is to be taken. Failed.
  5. Vote on proposed amendment to Chapter 14, new Section 28 of the Field Trial Rules and Standard Procedure for Pointing Breeds, which would create a National Amateur Championship Stake for English Setters. Passed.
